Donald Livingston is a historian and philosopher of history I’ve learned a lot from. Google his name and you’ll turn up some fascinating and enlightening essays and interviews.
Nevertheless, there is an important ethnic component here. The Germanic Flemings resent the casual, spendthrift behavior of their Latin Walloon neighbors. This is a divide that has been in evidence since the time of Julius Caesar. I don’t see it going away anytime soon. If not for the machinations of Richelieu and Mazarin in the 17th century, this region would long ago have formed the southern boundary of Holland.

Amazing, the number of “population groups” in the world … Fun to learn a bit about some of them. They sure don’t all get along.
