The idea that greater inteconnectedness both formal (i.e., EU) and informal (population movements across borders, increased “diversity”) should lead to calls for localism is no surprise. And I’m with you that they hold promise for a better world.
But big would not have been successful if it didn’t have its own charms, chief among which is the ability to hold to a monopoly on violence over a wide area. A third millenium localism will have to deal with that question if it is to be successful and not utopian.

Of course, if local autonomous entities arose becuase of a breakdown of larger entities ability to “hold to a monopoly on violence over a wide area”, that would put a whole different complexion on things, which is what I think will probably happen – and not too far down the road.
