    Building Regulations would not allow you to design/build something like that today. “Reasonable provision shall be made to enable disabled people to gain access to relevant premises”. Also the statues are hazardous to those with sight impairments. There are no handrails till the tenth step. I doubt if the buiding is “sustainable”. Reject and return to the architect!
